Yeah and one thing autoritarian regimes are known for is sufficient oversight and regulatory rigour!
They are a piss poor insular dictatorship, it is reasonable to expect lacking standards and outdated methodologies as they do not have sufficient investment for cutting edge processes.
On top of that, there will likely be a lot of foreign contractors without much pressure to produce quality results.
