Do you mean the tendency to think that anything that black people holds are gun? This cultural and psychological problem is from the indoctrination by American media to subconsciously associate black people with violence and deliquency which cause errors in quick judgement by police. The American police should realize this racial biases and should be training the police to remove this subconscious racial biases by now. Whether they provide the anti-racist association training or not is another question.

If terrorists keep on appearing without a centralized command nor a reliable resource, then the problem is democratic support to the “terrorists”, the social conditions, economy, government corruption, or government mismanagement.
