I don’t think op is complaining about blocking the cross walk itself but on the phone while blocking the cross walk which is wild. Everyone gets that you need to block like half or not most of the cross walk when you are trying to get out of someone where in America.
The issue I have in the US is that, in Minnesota at least, the only reason to move into a crosswalk is to turn right on red however you’re supposed to stop at the crosswalk before proceeding across it and almost nobody does.

I usually hop up on their hood and walk across it, or give their trunk a loud smack as I walk past idiots like this.
