Its so funny how al kaida succeeded in destroying the us and they just had to get the ball roling while most of the heavy lifting was done by our politicians.

Trump is a monster. He needs to never see the light of day after his crimes against humanity.

Thereby making it even less likely the illegal prison will ever close. Truly wish those attempts succeeded

Who has the ability to close Guantanamo? And if you are saying Obama should have declared emergency powers do so, do you not consider yourself pro authoritarian government? The population of Guantanamo was reduced by near 90% during Obama’s presidency. Blaming Guantanamo on him is ridiculous.

Excuses? You believe a president following the laws are excuses? Either you are pro dictatorship or you are shoving your head in the sand.

Edit for the record: This is the only clause that allows the President to perform such a closure, and he would still be doing so without a majority in Congress for the majority of his presidency. Closing the base was not an emergency that was needed for national security or military emergency.

            (d) This section shall not apply to the closure of a military installation, or a realignment with respect to a military installation, if the President certifies to the Congress that such closure or realignment must be implemented for reasons of national security or a military emergency.

Any promise made by the president to make changes to legislation is them saying they will try to pressure the legislature into making changes, but yes. A promise of lower taxes, higher taxes on the rich, tariffs, sanctions, healthcare, building new homes, etc are all things performed by the legislative branch. The President can Veto things from happening if they don’t have over 2/3 support though. Even declaring war is the legislative branch. It’s the whole point of being a Republic. Representatives decide our laws and overall actions, not the executive branch which should only be executing those bills passed by the legislature.

What they can do: reduce/not send more people there. Which he did. Same with Biden. ~800 down to 6 or so people. (He did sign 2 executive orders to try to move and review all of the inmates there as you said)

Obama promised he would close Gitmo on day one.

                  Many times.

Then gave a half assed try once and didn’t bother again.
