Shouldn’t the tax be on people buying houses they don’t live in instead? Functionally the same, unless their intention is to push out immigrants.
Unless I’m missing something, all (regularised) immigrants in Spain are EU residents.

Non resident buyers means empty homes for a larger part of the year. Because these are only speculative or holiday homes.
Taxing empty homes is good, but also more difficult to enforce.
