Problem is according to the insane laws of USA, he is not really to blame, because he is not considered grown up enough to take responsibility. It should not be possible for him to posses alcoholic drinks.
It’s ONLY the fault of the person allowing a 20 year old to have alcohol, like he was some 4 year old child running across the street because he doesn’t know any better.
