Life would have been worse if it worked. China is a reprieve for the countries sanctioned and embargoed by the US and the EU.

For a practical example, a Saudi university built a supercomputer using US technology but they had to deny access to it to Iranian students. There’s no scenario where such a thing is fair or just, but the US makes the rules and the rest of the world has had no alternatives.
